The Technical Committee Meeting Held during NAB2018

Las Vegas, April 11, 2018 – The FOBTV Technical Committee held its face-to-face meeting on April 11th at LVCC in Las Vegas during the 2018 NAB Show. The meeting was chaired by Yao Wang, Vice President from National Engineering Research Center of Digital Television (NERC-DTV, China) Chair of the Technical Committee with participation by FOBTV TC Members from all around the world.

Dr. Rich Chernock, Chair of the Advanced Television System Committee TG3 Technology Group (ATSC, United States) gave an update on ATSC 3.0 standards. TG1 is being dissolved with remaining work to TG3. Madeleine Noland will be taking over as TG3 chair in May, 2018. ATSC 3.0 continuing activity includes fixes standards and recognition on the rapid changing technologies, recommended practices, plugfests and conformance testing, support for implementations, fled trials and education.

Kiyoshi Kono, Deputy Director General of Research & Development Headquarters, Association of Radio Industries and Businesses (ARIB, Japan) gave an update on 4K/8K Broadcasting in Japan including Japan’s roadmap for 4K/8K, 4K/8K Broadcasting Services in Japan, 4K/8K Satellite Broadcasters, 4K/8K Test Broadcasting via Satellite, Expected shipment of 4K TV in Japan. Research and Development towards 4K/8K Terrestrial TV Broadcasting and recent standardization activities in Japan were also presented.

Dr. Peter Siebert, Executive Director, Digital Video Broadcasting Project Office (DVB, European Union) gave a report on the current DVB activities including DVB’s broadcast milestones, new DTT network architecture WiB, Broadcast Delivery via IP Networks, IP Delivery in DVB, New Initiative: DVB-I (Internet), DVB-I Conceptual Architecture, latest and ongoing activities of Single Illumination System, Targeted Ad Insertion, IP Distribution in the home and other additional ongoing activities of 2nd Generation Emergency Warning System, Commercial Requirement for Virtual Reality in Broadcast and for HDR Dynamic Mapping.

Lynn Claudy, Senior Vice President Technology of National Association of Broadcasters (NAB, United States) prepared an report on the regulatory status of ATSC 3.0 including the path to ATSC3.0 Authorization in the US and some major points and the incentive auction process, ATSC 3.0 and Auction Timing and Channel Repacking Schedule. The advantage of coordinating ATSC 3.0 and Auction Timing and some early ATSC 3.0 deployments were presented as well.

Dr. Namho Hur, Director of Broadcasting System Research Department, Electronics and Telecommunication Research Institute (ETRI, Korea) / Vice Chair of Management Committee gave an report on the status of UHDTV services in Korea, UHD trial at PyeongChang 2018, MATV System and its demonstration, Scalable Broadcasting with SHVC/LDM, SFN using TxID, Further Development for UHQ Transmission.

Tomohiro Saito, Executive Research Engineer of Science and Technology Research Laboratories, NHK (NHK STRL, Japan) / Vice Chair of Technical Committee gave an report on the NHK STRL R&D Plan in Reality Imaging, Smart Production and Connected Media. Reality Imaging Research includes 8K Super Hi-Vision and beyond 8K such as glassless 3D TV. AI Technologies based Smart Production such as Intelligent Program Production with big data analysis, speech recognition and image analysis and Universal Service with audio description, CG based sign language and simplified Japanese. Connected media with internet technologies Hybridcast enables smartphone IoT servives, experiment of 8K remote production using IP networks.

Yao Wang, Vice President from National Engineering Research Center of Digital Television (NERC-DTV, China) Chair of the Technical Committee gave a brief update on the conceptual architecture of intelligent broadcast media evolution with intelligent engine, intelligent production and intelligent network. Some 4K TV shipment data and estimated growth were introduced as well. NERC-DTV has led the field trial of 4K/8K UHDTV terrestrial MIMO broadcast full link system in Shanghai. CCTV and some other provincial broadcasters had already launched cable based 4K VoD and cable based live commercial broadcast will be launched on Oct this year.

Yao Wang jointly reported the updated status on FOBTV’s two research projects of Emergency Alert (EA) and 5G Broadcast. EA project has received 14 feedbacks and 5G broadcast has received 12 feedbacks from different regions including North America, South America, Europe and Asia.

John Lawson Executive Director of Advance Warning and Response Network Alliance (AWARN, United States) gave and update on the background information of AWARN Alliance and some deployment scenarios and new upgrade to the US alerting and some application option. During the NAB, an MOU between the AWARN-NAB-RAPA were also signed for global application and some early developments were also introduced.

Kent Walker, Vice President of Technology of Qualcomm (Qualcomm, United States) made a presentation on Enhanced TV Services via 3GPP eMBMS of fixed and mobile television use cases supported by R14 eMBMS, system architecture enhancements, radio access network, larger inter-site distance support, eMBMS carrier and new MBSFN subframes and types of deployment of eMBMS carrier were introduced as well.

Yiyan Wu, Chief Scientist of Communications Research Centre, Canada (CRC, Canada) / Chair of the Management Committee prepared an update introduction on the overview of 5G-Xcast including requirement, key technologies, impact and relevance of new verticals and markets, status in ITU and 3GPP. 5G-Xcast project introduction, status of Xcast standards evolution and key use cases and future outlook were also introduced.
 
NERC-DTV and SART ABP also proposed a mid-October FOBTV meeting in Beijing China on intelligent broadcasting, and welcome all FOBTV members’ participation.
