The Technical Committee Meeting Held during IBC2017

Amsterdam, September 17, 2017,The FOBTV Technical Committee held its face to face meeting on September 17th in Amsterdam RAI Exhibition Center, during the IBC 2017. The meeting was chaired by Yao Wang, Chair of Technical Committee, National Engineering Research Center (NERC-DTV), China, and Yiyan Wu, Chair of Management Committee with 40+ delegates from FOBTV TC Members from around the world.

  • Dr. Yiyan Wu, Chair of Management Committee, Principal Research Scientist, Communication Research Centre Canada gave an update on ATSC 3.0 standards development, including the standards published and remaining documents in progress, ATSC 3.0’s demonstration in NAB2017 and deployment by Korean broadcasters.  
  • Dr. Peter Siebert, Executive Director, Digital Video Broadcasting Project Office presented a timeline of DVB from early 1990 to 2025, from SD to HD to DVB UHD1-P1 and UHD1-P2. Some finalized DVB activities were also introduced including DVB Study Mission on Virtual Reality, and a new specification for XML based subtitles. Ongoing specification activities introduced were Bitmap based subtitles for UHD, DTT primary transport over DTH, DASH profile update, OTT multicast aka ABR Multicast, Commercial Working Group for Virtual Reality and Emergency Warning Systems. A new DTT network architecture, WiB is also introduced with Study Mission Groups on WiB and Commercial SMG on Targeted Advertisement.
  • Ryoichi Nakai, Director of Broadcasting Group, Research and Development Headquarters, ARIB gave an updated Standardization Activities since last meeting, including 4K/8K broadcasting plan in Japan, satellite broadcasters, frequency for broadcasting, expected shipment of 4K TV in Japan. 4K/8K terrestrial TV broadcasting including 4K/8K terrestrial test in expected to be demonstrated in Tokyo Olympic and Paralympic Games 2020 with new 4K and 8K terrestrial broadcasting, hybrid system, band segmentation and polarization MIMO, layered division multiplexing and standards concerning studio facilities, physical transmission, program exchange etc., are considered and some outcome of standard assembly is introduced as well.
  • Dr. Namho Hur, Vice Chair of Management Committee, Electronics and Korean Telecommunications Research Institute (ETRI) gave an introduction on ATSC 3.0 broadcasting deployment, mobile profile development activities. ATSC 3.0 field tests are underway and some mobile HD service scenario at Olympic Winter Games Pyeongchang 2018 was presented as well.
  • Yao Wang, Vice President from NERC-DTV, China introduced the updated status of next generation system research and development on field test MIMO UHDTV transmission system, Direct Return Channel system and updated development of SMT Media Transport System.

5G Broadcast Survey and report are presented. The survey inputs from members were presented to the four questions:

  • Dr. Per Fröjdh, Director Media Standardization, Ericsson CTO Office gave a talk on TV and 5G Hybrid opportunities, introduced the hybrid TV and media delivery, 3GPP enhanced TV.
  • Dr. David Gomez-Barquero, Universitat Politècnica de València gave a presentation on EU 5G-PPP X-cast project, including broadcast in 5G, eMBMS evolution in 4G LTE, 5G in 3GPP time table.
  • Dr. Yin Xu, Cooperative Medianet Innovation Center, Shanghai Jiao Tong University presented a talk “Marching Towards 5G”, with developing trends of media, NGB-W and converged media network research in China.

A TC-5G Broadcast group is under consideration by Technical Committee.

Kenichi Murayama from NHK-STRL, Japan gave an updated summary report on the TC-Emergency Alert project including a draft of the Emergent Alert report, which will be open for more inputs from different regions.

Further development of FOBTV was also discussed. The next face to face FOBTV meeting is scheduled in NAB2018.
